  • This development is not an exceptional circumstance and the planning application contravenes National and Local Planning Policy clause 172.
 
  • Haslemere Council in September 2019 pledged £10,000 initial budget to make the Town carbon neutral by 2030 under the Climate & Biodiversity Emergency Motion and by developing Green spaces NPPF Policy 8 part C will be contravened.  
 
  • Must be emphasised as Savills believe this is not  a Statement in LPP1: The area is AGLV but must be considered as AONB under the Waverley adopted LPP1 policy RE3 which offers the same high protection as AONB.
 
  • Under the NPPF, Haslemere citizens demand that Clauses 50 & 80 & 84 are adhered to and the Voice of Haslemere is taken into account which is expressed in the Neighbourhood Plan.
 
  • Number One Key FACT: The Neighbourhood Plan supported by the local community (voters) clearly recognises the need to remain within the Settlement Boundary and use urban sites only, so not to encroach onto AONB.  
 
  • The development is not in the community interest as determined by the developers own survey in May 2019 which returned 86% rejection of the plan.
 
  • The plan does not safeguard the existing wildlife corridors and stepping stone so contravenes the NPPF policy 174
 
  • Our dark skies which is part of NPPF 180 part c requirement will be lost with development on the hill.
 
  • The housing numbers although important can be reached without encroaching over Settlement Boundary onto AGLV / AONB. By using the allocated sites, not including this application, Haslemere only needs to find 5 dwellings per year to 2030 to meet the quota

  • A site is remote from schools and shops so the wrong place to site affordable homes as children cannot walk to any school or walk to a cost-effective store such as Tesco.
 
  • By allowing this one step over the Settlement Boundary it sets a disturbing precedent on building on green land which surrounds Haslemere.
 
  • Significant harm to the biodiversity resulting from this development contravenes NPPF 175 part a) and should be refused as stated in the policy.
 
  • The CIL money although important will still be generated by the alternate housing projects, so will not be lost, just dispersed. The CIL to Haslemere will be about £240,000 not even enough to rebuild the Public Toilet (The last development suggestion at the council  ref HH ).
